“In 2008, while deployed to the Middle East with the Pennsylvania Army National Guard, the people of East Whiteland befriended my wife and family, making sure they were taken care of while I was gone. Now that I have safely returned, I want to give back to this community and employ my time and skills to help make this an even better place to live.” ---Bill Wrabley

Agenda

Improve quality of life in East Whiteland, building more community not more buildings.

East Whiteland has been impacted by a lot of development these past 10 to 15 years. Bill believes more initiative can be taken to improve our quality of life. If elected supervisor, Bill pledges to work to create a greater sense of community, reduce the impact of development and upgrade our playgrounds and parks.

Bill will work to link our parks, schools, public centers and neighborhoods with sidewalks and bike lanes and trails. There is no reason why someone living near a park or playground should have to get in their car and drive there. Our neighborhoods should be connected to the township's public places by sidewalks and trials. As we make East Whiteland more pedestrian and bicycle friendly, a greater sense of community will arise as we get out of our cars and experience the neighborhood and our neighbors face to face.

Work has begun on the Chester Valley Trail which will go through East Whiteland and eventually stretch across Chester County. This trial will also connect with trails to Philadelphia, Valley Forge Park and Marsh Creek. Bill will work to connect our neighborhoods with this trail so many residents of East Whiteland will be able to enjoy the hiking and cycling this trail will offer. Bill will also work to upgrade our playgrounds and parks.

Bill will sponsor initiatives to quiet traffic in our neighborhoods as well as ways of shifting it to our major thoroughfares such as Rt. 202 and the PA Turnpike, away from our neighborhood streets. Many techniques can be used to slow traffic down in our neighborhoods making them safer places for residents. As supervisor, Bill will form a commission of concerned residents to study problems neighborhoods have with their streets and develop realistic solutions in partnership with the residents of these neighborhoods. Bill will lobby for state funded initiatives which lower the traffic burden of our neighborhood streets such as the Turnpike slip ramp while demanding our developers to shoulder the burden of any modifications to our roads needed to accommodate any new building.

Promote responsive, transparent and efficient government that cares about the future of East Whiteland.

Bill is a fiscal conservative who truly believes that government should live within its means. As a budget officer in the Air Force, he has proven that he can prudently manage the tax payer's money and as a home owner with a growing family the last thing he wants to do is raise taxes. Bill will employ his years of experience in financial management to hold the line of township taxes while expertly managing the township's budget, ensuring its money is spent wisely.

As supervisor, Bill will work to make our township government more responsive and transparent. Bill believes that there should be a two way dialogue between government and the residents. Initiatives such as town hall meetings, newsletters and web sites should be used to create this conversation and they will be employed and built upon if Bill is elected supervisor. Quick and informed responses to residents' concerns and questions should be a top priority of all members of the East Whiteland government and a collaborative approach to problem solving involving all concerned parties will be norm if Bill is elected supervisor.

Our local government should staffed with people who care about the community and have its best long term interests in mind. We have no room for cronyism or machine party politics. As supervisor, Bill will work to appoint people to boards and commissions who share this vision whether they are Republicans, Democrats or Independents. Bill wants people who care about East Whiteland involved in shaping its future.

Preserve East Whiteland’s communities while growing local businesses.

In these challenging financial times, Bill believes we should reach out to our local businesses to help them through this current crisis. As you know, our tax base is dependent upon a thriving business community here in East Whiteland and as each business closes or moves, the tax burden will have to be taken up by the residents. Bill will proactively engage our local businesses to create an environment which promotes growth. He will create a business development counsel to improve communication between local business and East Whiteland government, fostering a joint effort to create conditions ripe for growing and prospering businesses.

Bill believes more can be done to coordinate development regionally as well as ensure the burden of development is born by the developers and not the residents. Bill will reach out to neighboring communities to encourage regional planning which will lead to smarter development. Reviews of township ordinances and plans will be made to ensure the burden of development is shouldered by the developer and not the community.
